The Carbon-Neutral Territory Roadmap (RTCN) is an initiative aligned with global commitments to subnational climate action, such as the Paris Agreement and recent discussions from COP 28.
The RTCN provides a methodology that strengthens Brazilian municipalities' capacity to create local climate agendas and access funding, fostering multilevel governance and decentralising climate action.
This initiative enables cities to actively participate in developing and monitoring strategies, contributing to the fulfilment of Nationally Determined Contributions (NDCs) and reinforcing the essential role of subnational actors in the global climate agenda.
The RTCN follows the guidelines set by Resolution No. 3/2024 of the Federation Council, which establishes a commitment to climate federalism.
he Carbon-Neutral Territory Rating offers a comprehensive assessment of local capabilities, evaluating multiple facets of municipal administration. This information is used to create Local Agendas.
They define priorities that are suitable for the characteristics of each municipality to be developed within up to two years. The collaboration with strategic partners identifies the availability of financial, technical, and informational resources.
